Soldier shot, paralyzed at homecoming party in California

The mother of an Army soldier who was shot at his own homecoming party on Friday spoke to CNN about the tragic incident.

Christopher Sullivan, a 22-year-old Purple Heart recipient, was?critically wounded at his party in Southern California after being shot multiple times by 19-year-old?Ruben Ray Jurado.

Jurada was reportedly punched Sullivan?s brother during an argument about football. When Sullivan intervened, Jurada pulled out a handgun and fired multiple shots at him.

?He always said, ?Mom, I know I?m going to die by the time I?m 24, but I?m going to die for my country,?? Sullivan?s mother said Monday. ?I don?t think Christopher ever thought of his own backyard ? I don?t think he ever would have thought that, but he?s not dead, he?s alive and I thank god for that.?

Jurada turned himself in on Monday.

Microsoft Booting Avatar Guns From Xbox Live Jan. 1

You can shoot your friends with all sorts of awesome and painful weaponry across Microsoft's Xbox Live service; you just can't give your virtual representation a digital gun?that's a no-no.

According to a post by Epic Games community manager Will Kinsler, Microsoft is allegedly eliminating any and all gun avatar items from the Xbox Live Marketplace at the start of the new year. There's been no official word as to why, or how, this new policy came about, but there's a bit of a silver lining for those already sporting a virtual arsenal of digital accessories: You get to keep your firearms.

"Heads up! Starting on Jan. 1, 2012, the Lancer and Hammerburst avatar items will no longer be available on Xbox Live Marketplace," Kinsler wrote, referring to the iconic weaponry of Epic Games's Gears of War series. "If you've purchased the items prior to Jan. 1, you will be able to keep them. A new policy goes into effect for all gun-like avatar items on the Marketplace, so get them while they're hot."

We should note, however, that the alleged policy does indeed only refer to gun-like weaponry. Xbox Live avatars will still be able to swing lightsabers around all they want, for example?ignoring the fact that a blade of superheated plasma could do just as much damage as a digital bullet or chainsaw attachment.

Microsoft currently lists a number of actions avatars can't perform within Xbox titles that incorporate a user's digital persona into actual gameplay. The company currently prohibits violence that results in "blood, gore, dismemberment, decapitation, maiming, or mutilation," which would presumably prevent an avatar from running around in an actual game with a working, "gun-like item."

Since those who already own guns will be free to keep them as part of their avatar's look, it's unclear as to what Microsoft hopes to accomplish by prohibiting the future sale of decorative avatar weaponry. Perhaps the decision is in some way related to the Kinect's ability to map avatar movements to real-life gestures or the digital meeting grounds built into Xbox Live's Avatar Kinect application?

IMF's Lagarde warns global economy threatened (Reuters)

PARIS (Reuters) ? The head of the International Monetary Fund said the world economy was in danger and urged Europeans to speak with one voice on a debt crisis that has rattled the global financial system.

In Nigeria last week, IMF Christine Lagarde said the IMF's 4 percent growth forecast for the world economy in 2012 could be revised downward, but gave no new figure.

"The world economy is in a dangerous situation," she told France's Journal du Dimanche in an interview published on Sunday.

The debt crisis, which continues into 2012 after a European Union summit on December 9 only temporarily calmed markets, "is a crisis of confidence in public debt and in the solidity of the financial system," she said.

European leaders drafted a new treaty for deeper economic integration in the euro zone, but it is not certain that the accord will stem the debt crisis, which began in Greece in 2009, and now threatens France and even economic powerhouse Germany.

"The December 9 summit wasn't detailed enough on financial terms and too complicated on fundamental principles," said Lagarde.

"It would be useful for Europeans to speak with a single voice and announce a simple and detailed timetable," she said. "Investors are waiting for it. Grand principles don't impress."

Part of the problem, she said, has been national calls for protectionism, making it "difficult to put in place international coalition strategies against it."

Lagarde added: "National parliaments grumble at using public money or the guarantee of their state to support other countries. Protectionism is in the debate, and everyone for themselves is winning ground."

She did not specify which countries she was referring to.

Emerging countries, which had been growth engines for the world economy before the crisis, have also been affected, said Lagarde, citing China, Brazil and Russia.

"These countries, which were the engines, will suffer from instability factors," she told the newspaper.

Back in campaign mode, presidential hopefuls focus (AP)

DES MOINES, Iowa ? Republicans in search of their party's presidential nomination are returning to campaign mode after a brief Christmas respite, with Rick Santorum planning a hunting trip with conservatives in Iowa and Mitt Romney phoning supporters.

With just a week until Iowa holds its leadoff caucuses and many still undecided, the final push ahead of the Jan. 3 contests was heading into a critical time. Campaigns planned new television ads and phone calls to persuade holdout caucusgoers still weighing their options.

Romney, who kept this state at arm's length for most of the year, seemed to increase his efforts in Iowa as polls found him in a stronger position. He planned to talk with supporters in a series of telephone calls here and to New Hampshire and Florida on Monday between working on a speech that aides described as his final pitch to Iowans. Romney planned to deliver that speech Tuesday evening and then set out on a bus tour of Iowa.

However, he was to share the highways with Rep. Michele Bachmann, Texas Gov. Rick Perry and former House Speaker Newt Gingrich. All scheduled bus tours to start then, too.

Each is running out of time and looking to derail Rep. Ron Paul, the Texas congressman who seems to have the most sophisticated network of volunteers ready to organize ahead of the caucuses. Paul was to return to Iowa this week to meet with supporters he has kept in touch with since his unsuccessful run in 2008.

Others, too, were ready to turn on their own political machines and had fresh ads ready to air.

Gingrich, who last week criticized the negative tone of the campaign, was ready to directly challenge Romney on the economy, an issue Romney has made central to his campaign. Gingrich's standing in public and private polls has slipped as he faced unrelenting criticism from the candidates and their allies.

Gingrich was expected to use clips from Romney's previous campaigns distancing himself from President Ronald Reagan and pitch Gingrich's economic plan as "Reaganomics 2.0." Gingrich also was expected to compare Romney's tax plan with his own.

Santorum, meanwhile, planned to announce support from another wave of Iowa conservatives. He scheduled a pheasant hunting trip in Adel for Monday afternoon. While he trails in polls and has not spent significant money on ads, Santorum is hoping his nonstop courtship of Iowans yields a late surge. He visited all 99 of Iowa's counties during the summer ? an accomplishment Bachmann has feverishly tried to replicate.

Bachmann, a congresswoman from Minnesota, last week darted through small towns, reminding voters that Santorum lost his 2006 re-election bid in a blowout and that Paul's foreign policy views were outside the party's orthodoxy. Looking to recapture voters' interest, her plan was to return to hand-to-hand campaigning on Tuesday.

Perry, too, was looking to keep up his message: his rivals are insiders unable to change Washington. He planned to return to his tour bus on Tuesday.

Meanwhile, former Utah Gov. Jon Huntsman kept his focus on New Hampshire. Early in the campaign, he said he would not compete in Iowa and instead make his start in New Hampshire, which comes second on the nominating calendar.

OnLive gamepad support comes to Sony Xperia Play

Sony's release of the Xperia Play smartphone was heavily hyped as the launch of the "Playstation Phone" thanks to its slide-out gamepad that made playing games easier than just using the touchpad. Now OnLive, the streaming PC game service, has announced that a new version of the Android OnLive app has been released that allows the gamepad of the Sony Xperia Play to be used in playing OnLive's library of high end PC games.

This will obviously be a huge help to Xperia Play users who should be able to button mash combos easily in games such as Super Street Fighter IV Arcade Edition, which just happens to be the newest game added to the OnLive library. The Android app update has also allowed even more Android phones to gain access to OnLive although the release notes don't go into any more detail.

In related news, OnLive will be holding some contests during the holiday period starting today. It includes a chance to win a trip to Las Vegas simply by playing Super Street Fighter IV Arcade Edition for a few hours. OnLive users will be able to play Borderland for free from December 28-30. There are a lot of other activites planned for the next couple of weeks.

As Iraq Smolders, Kurds Sit on Oil Riches

IRBIL, Iraq (UPI) -- As Iraq looks like collapsing into another sectarian free-for-all, with energy resources a key prize, the semi-autonomous Kurdish region is like an island of stability and security.

In large part, that's because it's sitting on its own energy treasure house, an estimated 60 trillion cubic feet of natural gas, more than Libya's entire reserves, and 45 billion barrels of oil, roughly the amount Britain has produced from its North Sea fields.

"Sweeping changes ? have taken place in Iraq's semi-autonomous northern region over the past decade, changes driven by the wealth that lies underneath its desolate landscape," observed the Financial Times.

"The days when Kurdistan was an economic backwater are over," Prime Minister Barham Salih told Kurdistan's first regional oil and gas conference in Irbil, the Kurdish capital, in November.

But the Kurdistan Regional Government, which runs the three northern provinces that constitute the Kurdish enclave, is locked in a bitter battle with the central government in Baghdad over oil rights and revenue-sharing as well as territory.

This seemingly intractable dispute has in recent weeks spread to other provinces that now seek more autonomy, including oil-rich Basra in the south, which contains two-thirds of Iraq's known oil reserves of 143.1 billion barrels.

With the Shiite-dominated government of Prime Minister Nouri al-Maliki showing increasing signs of cracking down on minority Sunnis and Kurds, marginalizing them politically and concentrating all power in the hands of the majority Shiites now that U.S. forces have withdrawn, the stage seems set for major turmoil.

The KRG recently upped the stakes dramatically by signing an agreement with Exxon Mobil, the world's largest oil company, Oct. 18 to explore six blocks widely believed to be sure-fire gushers.

Exxon was the first international oil major to venture into Kurdistan, defying Maliki's government, which insists Baghdad alone can make such deals.

Exxon faces stiff reprisals by Baghdad but refuses to back down.

Meantime, as political infighting intensifies with the departure of the Americans, the Kurds and Sunnis are quitting Maliki's shaky coalition amid a wave of arrests by his security forces.

So Kurdistan, which also claims the Kirkuk oilfields in the north, is likely to be in the eye of the storm.

The Kurds' big problem is that their territory in the northeastern corner of Iraq is landlocked and to get their oil out they have to use state pipelines controlled by Baghdad.

Kurdish oil is pumped northward through twin pipelines to neighboring Turkey's Ceyhan terminal on the Mediterranean, so any break with Baghdad means no outlet for Kurdish crude.

But the Kurds have found a possible ally in Turkey, even though Ankara's a bitter opponent of the Kurds' burning ambition for an independent state.

The Turks fear an independent Kurdistan will encourage their own Kurdish rebels in their 20-year separatist war, as well as the wider region's 20 million Kurds.

Even so, Ankara may find Iraqi Kurds' support for the Turkish rebels might be dampened if Turkey gives the KRG separate access to Ceyhan.

Turkey, with no energy resources of its own, is particularly eager to import natural gas to fuel its power stations, possibly via a new pipeline from Kurdistan.

"The large deposits of natural gas in Iraqi Kurdistan and a booming bilateral trade -- together with a better mutual security understanding -- have led to much-improved relations," the Financial Times' Commodities Editor Javier Blas reported.

The presence of senior Turkish officials at the Irbil oil and gas conference testified to that.

"Turkey is even talking about connecting an export pipeline from Kurdistan to the projected Nabucco pipeline which would link the gas-rich Caucasus and Central Asia to energy-hungry European nations," said Blas.

Kurdistan is currently capable of producing 100,000 barrels of oil per day. That's scheduled to hit 175,000 bpd in 2012.

But if Exxon Mobil or any of the 40 smaller outfits that also have contracts with the KRG strike it big, KRG Natural Resources Minister Ashti Hawrami says production could reach 1 million bpd by 2015.

If Iraq starts to fragment, that could convince other oil majors to invest in Kurdistan.

?Football Freakonomics?: Does Firing Your Head Coach Fix Anything?

The following is a cross-post from NFL.com, where we?ve recently launched a Football Freakonomics Project.

?Tis the season ? for the firing of head coaches, that is. In the space of two weeks, three teams ? the Jaguars, Chiefs, and Dolphins ? canned their top man.

Allow me to make two seemingly contradictory points:

  • An NFL head coach is probably the most influential, hands-on coach in the four major sports; but:
  • Firing the head coach of a bad team probably does a lot less to improve that team than most of us think.

Our latest ?Football Freakonomics? segment (video below) asks whether firing a head coach really does much to improve a team?s chances ? or if it?s simply the standard move for losing organizations, meant to appease critics in the media, the stands, and even the locker room.

First, let?s look at some numbers: between 2000 and 2010, there were 17 coaches fired during the season. Teams that went 47-105 (.309) before the firing went 43-77 (.358) with a new guy. That?s a pretty significant improvement, no? Indeed, the 4-9 Dolphins last week won their first game under interim coach Todd Bowles while the 5-8 Chiefs, under interim coach Romeo Crenell, beat previously undefeated Green Bay!

But: whoa. There are at least three reasons to think that coaching changes have significantly less impact than teams would like to think.?

  1. Regression to the mean: teams that have done very badly for a long time are more likely to win a bit more in the future, whether they get a new coach or not. Sadly, the opposite is also true for winning teams.
  2. As Sam Farmer of the L.A. Times points out in our video, most former NFL Coaches of the Year are eventually fired. Did they suddenly forget how to coach? Did their brilliant strategies evaporate? Or, more likely, was their former winning a consequence of a lot of factors that went well beyond coaching?
  3. It is hard in general to satisfactorily measure leadership ? whether we?re talking about a football coach, a CEO, or the President of the United States ? but a variety of empirical research shows that an institution?s top man or woman is seldom as influential as we think. It?s a natural inclination to pin a lot of blame (or, occasionally, glory) on the figurehead. But just as the President don?t actually have much control over the economy, a football coach has limited control over his team?s outcome.

That?s not to say there aren?t a lot of vital duties performed by a coach; of course there are. And some coaches are plainly much better than others. But a losing team that blindly fires its head coach without looking for the real reasons behind its stinky record is a bit like someone with a high fever tossing the thermometer in the trash.

CLICO policy holders in Trinidad mount legal action against ...

PORT OF SPAIN, Trinidad and Tobago, Thursday December 22, 2011 ? Not satisfied with the payout plan recently offered by government to some larger CLICO investors and policyholders, one association of policyholders is targeting former CLICO directors to make up the shortfall.

The Santa Rosa Team, which represents a number of CLICO Executive Flexible Premium Annuity (EFPA) policyholders, announced this week that they were going after the ?the hundreds of millions of dollars (and possibly much more) in assets of those who are directly responsible for [the policyholders] financial plight.?

In the statement issued on Monday, December 19, the Santa Rosa team argued that the difference between what the EFPA policyholders were due (as per Rajnauth-Lee judgment) and what they were now being offered by the government, was a loss resulting directly from a ?catalogue of failures on the part of directors, past and present to discharge their fiduciary responsibilities, and in some cases perhaps to have conspired in the execution of fraudulent acts?.

Under its new plan, government has said policyholders for the first ten years would get a yield of approximately 80 cents for every dollar of their investment if they chose to cash in their investment within six months.

For years 11 to 20, the investors have been promised a return of 100 cents on the dollar, if they opt to swap these zero-coupon bonds for units in the investment holding company that has been called NEL II.

David Walker, the lead consultant for the Santa Rosa Team, said Monday?s statement that the legal action also included those who chose to accept the government?s offer, but he we strongly recommended the EFPA policyholders to reject the government plan as it greatly reduced their chances of getting a full payout.

21.14 Fitch adds that America's AAA rating "will likely be lowered? unless there's a concrete a plan to reduce its deficit. ?Agreement will also have to be reached on raising the federal debt ceiling, which is expected to become binding in the first half of 2013,? it says.

21.04 More on Fitch's warning to America: essentially the ratings agency points out that the failure of the Congressional Joint Select Committee on Deficit Reduction to agree on $1.2 trillion of deficit reductions has put into question its ability to contain the rise in federal debt. Not taking action now will lead to more pain in the future, it says:

Quote By postponing the difficult decisions on tax and spending until after the forthcoming Congressional and Presidential elections, the scale and pace of required deficit reduction will consequently be greater. Even under optimistic economic and fiscal policy assumptions, Fitch believes that at least USD3.5 trillion of additional deficit reduction measures will be required to stabilise federal debt (held by the public) at around 90% of GDP in the latter half of the current decade.

20.26 Standard & Poor's has already taken America's AAA rating away, and now Fitch is threatening to do the same:

Quote The high and rising US federal and general government debt burden is not consistent with keeping the AAA rating.

But it also says that it won't happen before 2013. Quite why the move is ruled out for 2012 is not clear.

19.52 AFP is reporting that Standard & Poor's has downgraded Hungary's credit rating to junk.

19.13 Spain has named its new economy minister: 51-year-old Luis de Guindos, an ex-Lehman Brothers executive.

He has solid political credentials with the ruling Popular Party, which won an election landslide in November as voters punished the Socialists for their handling of the economic slump.

De Guindos was a member of then prime minister Jose Maria Aznar's team from 1996-2004, working in the economy ministry and rising to become state secretary for the economy from 2002-2004. After that, he was executive chairman for Spain and Portugal at Lehman Brothers from 2006-2008.

Speaking at an economics seminar in Madrid last month, he said:

Quote It cannot be that when activity declines businesses automatically fire temporary workers. It cannot be that when a company's revenue declines 50pc its industrial sector agreement obliges it to raise salaries by inflation plus two points. Half of the financial sector needs a new round of restructuring.

18.56 The FTSE 100 closed down 0.55pc today, but these tables show the outcome for the five companies at the luckiest and unluckiest ends of the spectrum.

18.20 Italian and Spanish government 10-year bond yields rose today after doubts emerged as to whether banks would use much of the hefty three-year loans they took from the ECB to buy sovereign debt and ease the cost of borrowing.

You can see the rises in the graph below (the yields look completely flat, but if you click on each country name you can toggle its graph line on and off to get a closer look at those remaining).

17.25 With only two trading days until Christmas (and Friday is only a half-day...) there isn't much time left for the traditional "Santa rally". Giles Marriage, associate director at Thesis Asset Management, had this to say this morning:

Quote 'Santa rallies' have seen UK blue chip shares rise in December for the last eight years in a row. Looking back further, the FTSE 100 has only had three negative Decembers in the last 27 years and has returned on average +2.88pc.

Of course, the FTSE 100 lost 0.55pc today, so we now need a 300+ point rise to reach the value seen at the start of the year. We'd also need a Santa rally of more than 2pc to end the month in the black...

17.10 Fitch says that deterioration in the eurozone is leading to weaker economic growth, heightened financial vulnerabilities and some negative rating actions in Europe. Charles Seville, Director in the sovereign group at Fitch Ratings, says:

Quote Central and Eastern Europe is by far the most exposed emerging market region to the eurozone crisis owing to strong trade flows, banking sector linkages and, in some cases, portfolio investments, currency risks and substantial gross external financing requirements.

It also placed 41 Italian local governments including Milan, Rome and Italy's wealthiest region, Lombardy, in the north, on "rating watch negative".

16.58 We've more from the IMF now. Currently it estimates 4pc growth in 2012, but Christine Lagarde now says that this will probably be cut due to the eurozone debt crisis.

"I am almost certain... that the forecasts will be revised down" in January, Lagarde told the Niger National Assembly, saying that "clouds building up, especially over Europe, mean we have to lower our outlook."

16.42 The IMF is "almost certain" to cut its 2012 world growth forecast. We'll bring you more on that as it comes in...

16.35 The European markets have now closed for the day, slipping back from initial gains made on news of a massive bank liquidity injection by the ECB faded in unease at the huge amount offered (summed up nicely by Angus Campbell below).

The FTSE 100 dropped 0.55pc, the CAC lost 0.82pc and the DAX slipped 0.95pc.

Angus Campbell, head of sales at Capital Spreads, said:

Quote European banks were given an early Christmas present by the ECB today as it provided cheap 3 year loans and before you could say ?quantitative easing? they were massively oversubscribed, dishing out almost ?500 billion. Initially we rallied on the back of the news but then the gains were swiftly reversed as people said: 'hang on a second, if the banks need that much in short term loans they really are in trouble'.

The big question is what will they do with the cash? The thinking is that they?ll buy up Spanish and Italian debt to earn from their hefty yields, help to bring down the countries? borrowing costs and assist in their fiscal rebalancing. The problem is however that if all that renewed exposure to Italian and Spanish debt goes sour, a year or so down the line we?ll be in even bigger trouble than we are now.

16.02 More from Fitch: the credit rating of 14 regional and local authorities are now on "Ratings Watch Negative":

Quote The RWN indicates that the ratings are under active review and are subject to a heightened probability of a downgrade in the near-term. Fitch expects to complete the review by the end of January 2012. If the review concludes that a downgrade is warranted, it is likely be limited to one or two notches.

14.29 The IFS has commented on the UK borrowing figures (see 09.33). Public borrowing was lower than expected in November at ?15.2bn, but weak growth and eurozone worries threaten UK's attempts to balance the books.

Rowena Crawford, a research economist at the IFS, said:

Quote A simple extrapolation from borrowing so far this year suggests that for the whole of 2011-12 it would come in below last month's forecast by the Office for Budget Responsibility of ?127bn. However, if central government departments were to exhaust their allocated budgets by the end of the year ? as the OBR expects ? then borrowing would be much more likely to come in as forecast.

"Furthermore, while so far overall tax receipts are in line with the OBR forecast, there are risks around this. For example, despite a large downwards revision to their expectations for corporation tax receipts this year in the Autumn forecast, meeting the OBR's projection still depends on strong growth in these receipts over the next four months, which would be a turn-around from the fall in receipts seen so far this year.

14.21 More woe on the high street. Eighteen stores in the collapsed shoe shop chain Barratts Priceless will shut before Christmas, administrators said today.

Barratts stores set to close this week are in Connswater, Kilmarnock, Darlington, Cardiff and Blackpool. The 13 Priceless stores are in Croydon, Durham, Oldham, Strabane, Crossgates, Kettering, Carlow, Donaghmede, Torquay, Weymouth, Kings Lynn, Bexhill on Sea and Erdington.

14.04 The single currency has got a vote of confidence from... Finnish finance minister Jutta Urpilainen.

?I don?t believe in a break-up of the euro and I don?t want it. I can?t see Finland returning to its former currency, the markka, given the benefits the northernmost euro member has had from the single currency."

13.40 We are hearing rumours that the ECB is buying Italian bonds. However, the spread between Italian bonds and German Bunds is widening.

12.09 Bad news in the US. After some good housing data yesterday, today it has been announced that MBA mortgage applications fell 2.6pc versus a previous rise of 4.1pc.

11.22 Some good news... and it comes from a ratings agency! Fitch says it has a stable outlook for German banks in 2012, as they are benefitting from the resilient domestic economy.

Meanwhile, the BdB Association of German Banks has said that the ECB loans (see 10.23 "are still all emergency measures that can?t replace a functioning interbank market?.

11.14 Need a further indication of how troubled the high street is? Here's Sports Direct's website boldly announcing that its January sale has started... four days before Christmas.

11.05 The French government says they "have no information" of a possible ratings downgrade.

Meanwhile, the Finnish finance minister, Jutta Urpilainen, says his country is committed to keeping its AAA rating and is planning more cuts and tax increases.

11.03 Time for an update on the markets: The FTSE 100 is up 0.6pc, France's CAC 40 is up 1.2pc and Germany's DAX is up 1.1pc. Spain's IBEX and Italy's MIB are both up 0.9pc.

10.59 Mariano Rajoy has taken over as Spain?s prime minister, backed by the strongest majority in three decades, and is preparing to appoint a finance minister, who will be tasked with reordering public finances and creating jobs.

10.41 Analysts are reacting to those ECB figures, which showed more European banks borrowed more money than expected

Quote The take-up of loans is massive, and even higher than in the ECB's first 12-month longer-term refinancing operation (LTRO) of June 2009, which attracted demand of ?442bn. However, the lower number of participating banks (523 versus 1121 previously) suggests that the take-up is currently less widespread - and probably more concentrated in banking systems in peripheral eurozone countries. Today's allotment of three-year loans is equivalent to almost one and a half times Spain and Italy's combined sovereign bond issuance in 2012. However, we doubt whether the money will be used extensively to fund purchases of peripheral debt, given concerns about mark-to-market risks and possible reputation risks.

Quote The take-up was a massive ?489bn, much higher than the expected ?300bn euros. Liquidity on the banking system has now increased considerably. In a nutshell, the three-year auction can been considered as successful in terms of adding liquidity to the banking sector. We believe most of the take up has come from EMU periphery's banks which have more problems with long-term fundings. However, given the large number of banks participating at today's auctions, we cannot rule out some core countries' banks have started to put on some carry positions.

10.38 Those ECB figures (see 10.23) have rocked the bond markets. Below is the 10-year bond market, with the yield the second column from the right and the movement in the last column. Bonds for the EU nations are moving back up, meaning it will be more expensive for those nations to borrow money.

Quote They are doing QE about as much as they can. They do not need to do more yet and, technically, doing more is quite tricky. 09.08 Earlier this morning we had a profits warning from Thorntons, now restructuring firm AlixPartners has said that retail insolvencies may reach the highest level in four years.

This will be caused by weak Christmas sales leaving chains struggling to meet rent payments due this month.

?We are likely to see a number of retail collapses early in the new year and it could include some much-loved names,? Sanjay Bailur, managing director of the advisory firm?s UK unit, said in an interview. The outlook is ?worse than the last three or four years?.

Economists are betting that the current consensus held for another month: with members thought to have voted unanimously to hold rates at 0.5pc and maintain the current levels of quantitative easing.

07.44 Meanwhile, back to the East. China's national pension fund, the National Council for Social Security Fund, has injected 10bn yuan (?1bn) into the domestic stock market through other funds cleared on Friday to manage the investment, the Shanghai Securities News has reported.

07.21 Today, the European Central Bank is expected to report strong demand for an offer of unlimited three-year loans after banks were urged to take the funds as part of concerted efforts to ease severe pressure across the eurozone.

The ECB announced the emergency three-year loans, known as longer-term refinancing operations, or LTROs, earlier this month, in an attempt to help banks overcome ?720bn-worth of funding due to mature next year

07.15 Elsewhere, in the Guardian, Business Secretary Vince Cable has attacked the "whingeing" City, adding that the Government will ignore the bankers' pleas and make the economy less dependent on a sector that has caused "immense damage" to Britain.

07.11 Quick bit of corporate news, and it's all Japan this morning. HSBC is selling its private banking business in the country to Credit Suisse.

06.57 The Asian markets are doing well. Over in Europe and the US, the FTSE 100 is expected to open up 0.5pc and the Dow is predicted to open up 0.1pc

06.55 The Japanese government now expects 2011 real GDP to shrink by 0.1pc, against an earlier predicition of a 0.5pc contraction. They expect 2012 real GDP to grow 2.2pc against 2.7pc prediction.

Tokyo-based Ratings & Investment Information has cut Japan?s sovereign ranking for the first time, citing ?uncertain? prospects for economic recovery.

R&I lowered Japan?s foreign and domestic currency issuer ratings one step to AA+ from AAA.

06.51 The big stories this morning are Japan's central bank warning that its economic recovery has paused:

Quote The pick-up in Japan's economic activity has paused, mainly due to the effects of a slowdown in overseas economies and of the appreciation of the yen.

and Japanese prosecutors raiding the headquarters of Olympus.

Quote We apologise deeply again for the great troubles and worries we have caused our shareholders, investors, customers and others.

06.44 While Philip Aldrick brings us back to earth with a warning from ratings agency Moody's that Britain's credit rating could be cut if growth stalls:

Moody's, which recently cut Belgium by two notches and is monitoring France, reaffirmed the UK's sovereign rating but said the country's large budget deficit, slow growth and euro area exposure have reduced its "ability to absorb further shocks without rating implications".

Demonstrating how vulnerable the UK is to a downgrade, Moody's based its prognosis on growth in 2012 of 0.7pc ? in line with the official forecast, but more optimistic than both the Organisation for Economic Co-operation & Development's prediction of 0.5pc and the contraction expected by a swelling group of City forecasters.

Deutsche Bank on Tuesday added to the sense of doom by slashing its outlook for growth next year to "zero" and warning of a "modest technical recession".

06.35 Ambrose Evans-Pritchard and Louise Armitstead describe the Euroland euphoria sweeping across the region as Southern Europe basks in a blast of cheap liquidity from the European Central Bank:

Yields on Spain's three-month notes plummeted to 1.74pc on Tuesday from 5.11pc last month, leading euphoric moves across the eurozone periphery. Spanish 10-year yields fell below 5pc for the first time in two months, with credit rallies in Italy, Belgium, and Ireland.

Exuberance lifted Germany's DAX index by 3pc, the French CAC by 2.7pc, and FTSE 100 by 1pc, with ripple effects through commodities and risky assets worldwide.

The buying spree comes as markets wait for the ECB to turn on the monetary spigot. Funds are betting that an offer of unlimited bank credit for three years ? long-term repo operations (LTROs) ? will transform the underlying dynamic of Europe's debt crisis. Banks will be able to borrow at 1pc to buy Spanish and Italian bonds at 5pc or 6pc. It allows the ECB to prop up sovereign states without violating EU treaty law.

The Guppy Project is not wasteful, Sen. Coburn.

Senator Tom Coburn (R-OK) has a degree in medicine, so I would expect that he?s had some rudimentary biology education at some point in his life. However, you wouldn?t know it just from glancing through the entries in his ?Wastebook?, a list of projects funded by the government that he considers wasteful. A good handful of the projects on his list are STEM projects, and in one such entry, he takes to task a project funded by the National Science Foundation:

Researchers at the University of California-Riverside have pushed the mission of the National Science Foundation to new limits. In 2011, they received an NSF grant of almost $150,000 to create a video game called ?RapidGuppy? for cell phones and other mobile devices. In the game, targeted for students 12-21 years old, users control the growth and evolution of a guppy. Students can gain insight into the environmental factors that cause the fish to adapt. To reach the public, the researchers will use ?[a]n extensive social media campaign,? which they see as increasing the public level of interest in evolution, genetic change, and science careers. Using taxpayer dollars, ?RapidGuppy? might soon be on Facebook, right alongside ?FarmVille? and ?Scrabble.?

The first thing I noticed upon reading this is that Senator Coburn understands neither the scope of the project nor the science behind it. He says that users will ?control the ? evolution of a guppy?, but anyone who has taken an introductory biology class knows that evolution is something that happens over generations and is not something any one guppy can do. You may say that this could be an honest mistake or just being ?lazy? in communicating the gist of the project, but in my opinion it shows that either he doesn?t understand the science that he is bashing or he doesn?t mind spreading misinformation to his constituents. I have to wonder whether or not there?s more than a little bit of anti-evolution sentiment behind the reasons why this particular project made his list.

He also fails to mention that the educational game will be linked to a website that shows videos, photos, and descriptions of actual evolution and ecology research being conducted by the scientists involved in The Guppy Project. He misleads you into thinking that the sole purpose is to make a video game, but in actuality the video game will serve to generate interest in evolution and ecology and funnel those interested parties into the actual research. Given the age group being targeted, this is an excellent strategy to slowly acclimate young science students from the abstract ideas of ?adaptation? and ?evolution? to what those terms mean in application, and then to what that sort of research really looks like.

?Video games? in the classroom are nothing new. I grew up with Math Blaster, Mario Teaches Typing, and other video games (including one awe-inspiring oceanography game whose name eludes me at the moment) being used more and more as computers began to infiltrate the classroom in the mid-1990s. Now students can use mobile apps and online games to dissect frogs, explore their anatomy, learn the life cycle of a star, and explore other topics that would otherwise be too difficult (due to rarity, location, or ethical reasons) or too abstract to touch with their bare hands. This may just be my own opinion, but I do not believe that it is wasteful to invest in the STEM education of our middle schoolers, high schoolers, and college students. Apparently Senator Coburn disagrees.

France Sarkozy's popularity remains stable: poll (Reuters)

PARIS (Reuters) ? French President Nicolas Sarkozy's popularity has remained stable but most voters continue to be unimpressed by his policies, a poll to be published in weekly newspaper Journal du Dimanche Sunday showed.

The IFOP-JDD poll indicated 34 percent of respondents were satisfied with Sarkozy's policies - unchanged from November, when the president's popularity showed a three percent rise after three months of consecutive falls.

The poll only showed approval ratings for Sarkozy and Prime Minister Francois Fillon, whose popularity inched up four percent in the last month.

As the euro zone debt crisis has continued to deepen, Sarkozy has sought to show voters he is a safe pair of hands, casting himself as a dynamic crisis fighter alongside German Chancellor Angela Merkel.

But 66 percent of respondents said they remained unhappy with his performance.

Separate polls have shown Sarkozy trailing in approval ratings behind his Socialist rival Francois Hollande, who is consistently tipped to beat him in the runoff for the presidential election that will take place in two rounds next April 22 and May 6.

The fight: Tax cuts, jobless benefits and pipeline (AP)

WASHINGTON ? Senate officials say negotiators are close to a deal for a two-month extension of Social Security payroll tax cuts and jobless benefits for the long-term unemployed. Both are due to expire at the end of the year.

The same package is also expected to require the Obama administration to make a speedy decision on the fate of a proposed oil pipeline from Canada to Texas that promises thousands of jobs.

If nailed down, the deal would come up for a vote in the Senate as soon as Saturday.

Majority Republican leaders in the House were not involved in the negotiations.

The developments came after the White House backed away from a veto threat that centered on the pipeline.

The White House backed away from a critical veto threat Friday as top Republicans in Congress served noticed they will extend expiring Social Security payroll tax cuts only if President Barack Obama swiftly decides the fate of a proposed oil pipeline that promises thousands of jobs.

With Republicans talking tough and lawmakers from both parties anxious to leave for the holidays, Obama spokesman Jay Carney declined several times to repeat Obama's earlier statement that he would reject any attempt to link the tax cuts and the Canada-to-Texas pipeline. "There's a process at work. I'm not going to analyze what language would be acceptable and what wouldn't," Carney told reporters.

He made his comments as Republican and Democratic leaders sought a compromise on legislation to renew the tax cuts and long-term jobless benefits that are at the heart of the jobs program that Obama submitted to Congress last fall.

Racing to adjourn for the year, lawmakers moved swiftly to clear separate legislation avoiding a partial government shutdown threatened for midnight ? focusing attention on the final disputed issue in a tempestuous year of divided government in an era of high joblessness and public dissatisfaction with Congress.

Obama has said extensions of the tax cuts and unemployment benefits are necessary to help nurture an economic recovery while also sustaining victims of the recession. Republicans injected the pipeline project into the legislation after the president postponed a decision on the long-studied project until after the 2012 elections.

Under the House-passed tax measure the project will go forward unless Obama decides in 60 days that its construction is not in the national interest.

"Let's not just pass a bill that helps people on the benefits side, let's also include something that actually helps the private sector create the jobs Americans need for the long term," Republican leader Mitch McConnell of Kentucky said in Senate-floor remarks that challenged Obama to give ground

In a political jab, he added, "Here's an opportunity for the president to say he's not going to let a few radical environmentalists stand in the way of a project that would create thousands of jobs and make America more secure at the same time."

Obama said on Dec. 7 that "any effort to try to tie Keystone to the payroll tax cut I will reject. So everybody should be on notice."

More recently a veto threat issued Tuesday against the House-passed version of the bill cited the introduction of "ideological issues into what should be a simple debate about cutting taxes for the middle class." Senior administration officials later told reporters that was a reference to the pipeline.

Apart from the pipeline, negotiators for the two parties struggled over other differences as they sought agreement on the last major measure of the year.

Officials said there was widespread agreement to keep the Social Security tax cut in place for 2012, noting that if it lapsed, 160 million Americans could experience a cut in take-home pay at a time when the economy is still struggling to recover from the worst recession in decades. The president had originally sought to expand the cut but has effectively jettisoned that proposal.

The president also is seeking a renewal of the current system under which a maximum of 99 weeks of jobless benefits is available for the long-term unemployed. The House measure cuts that to 79, and officials said the two sides were considering a compromise between the two levels.

Both parties want to avoid a threatened 27 percent cut in payments to doctors who treat Medicare patients, but that, too, was in flux. The House-passed bill provides a two-year reprieve at a cost of about $38 billion over a decade. Officials said it was possible that delay could be cut to a single year, depending on the level of cuts negotiators could agree on elsewhere in the budget to offset the cost.

That same issue ? cuts to make sure the bill did not raise federal deficits ? lay at the heart of the negotiations.

The cost of the payroll tax extension alone was estimated at $120 billion over a decade, and Obama and Democrats agreed long ago to meet GOP demands that the legislation not raise deficits.

Democrats initially wanted to slap a surtax on million-dollar income earners to cover the cost, over the protests of Republicans. The Democrats eventually relented, but not before attacking GOP senators as protectors of the rich at the expense of the middle class and arranging a pair of test votes that could well provide fodder for Senate races in 2012.

Republicans sought to wield the Keystone pipeline project as a similar sort of issue against Democrats and Obama.

While environmental groups oppose the project, several blue-collar unions support it, as do an unknown number of Democratic lawmakers.

The State Department, in an analysis released this summer, said the project would create up to 6,000 jobs during construction, while developer TransCanada put the total at 20,000 in direct employment.

The 1,700-mile pipeline would carry oil from western Canada to refineries in Texas, passing through Montana, South Dakota, Nebraska, Kansas and Oklahoma.

The spending bill would lock in cuts that conservative Republicans won from the White House and Democrats earlier in the year.

Republicans also won their fight to block new federal regulations for light bulb energy efficiency, coal dust in mines and clean water permits for construction of timber roads.

The White House turned back GOP attempts to block limits on greenhouse gases, mountaintop removal mining and hazardous emissions from utility plants, industrial boilers and cement kilns.

After a last-minute veto threat, Republicans abandoned attempts to block an administration policy to ease restrictions on visits to Cuba and on the money sent to relatives on the Communist island nation from family members living in the United States.

Additionally, the legislation bars military and economic aid to Pakistan until the administration certifies that Islamabad is cooperating on counterterrorism, including taking steps to prevent groups such as the Haqqani network from operating in the country.

The provision stems from concerns that the Pakistani government harbors terrorists, and from assertions that some government officials knew that Osama bin Laden had established residence deep inside the country. Bin Laden was killed in May by U.S. commandos who raided his fortified compound in Abattabod.
